If there is a business need for connection then I can't see why any business wouldn't buy an iPad with 3G connection rather than rely on free wifi which is also potentially more unsecure than 3G when connecting to a VPN.
I have a friend who is a roving IT Technician and he pays £15 per month for a dongle so he can access next jobs when on customer sites. Most customers don't allow him as a third party to utilise their networks. So as he has a need he reclaims the cost on expenses.The man without a signature.0 -

OP also made clear that the pub in question doesn't have wifi, so the iPad would be 3G.0 -
Not sure that the press would run out to cover a story about a man not being able to use his iPad in a pub. It doesn't strike me as being interesting.

They will publish any old rubbish.

Not something like this. For one thing most people in a pub probably don't want the guy next to them on an iPad or phone. Therefore a story like this would be positive in the pubs favour saying they are taking a brave step to stop irritating people using their technology products.
