    It was stated the the same exemptions still applied as they did before i.e. someone who had a severe mental impairment and were on DLA HRC.

    What it means is you are discounted from the property so it would depend on who else is living there etc. is my understanding.

    Those on HRC have never been automatically exempt. They would need to meet one of the other criteria, such as the smi one mentioned. The DLA award does not come into it.

    You are correct that those with a severe mental impairment would be exempt but if they lived with another adult, there will still be some council tax to pay.

    As difficult as having cancer is, it doesn't fall under severe mental impairment.

    Here is the list:

    Who doesn’t count?

    These people are not counted as adults for Council Tax:
    • children under 18
    • people on apprentice schemes
    • 18 and 19-year-olds in full-time education
    • full-time college and university students
    • young people under 25 who get funding from the Skills Funding Agency or Young People’s Learning Agency
    • student nurses
    • foreign language assistants registered with the British Council
    • people with a severe mental disability
    • live-in carers who look after someone who isn’t their partner, spouse or child
    • diplomats

    That's correct.

    Since the changes, some councils are giving those on DLA council tax support, which means they do not have to pay but it really depends on each council as not all are using DLA as an exemption.

    The Severe Mental Impairment criteria is a very high one to meet. With no disrespect meant (to you or to those that meet the standard), it is unlikely you would be able to post such clear and coherent posts if you met the criteria.

    From a local government website -

    There are two conditions which must be met in order for a person to be classed as Severely Mentally Impaired.
    1. A medical practitioner must state in a certificate that the person is severely mentally impaired. A person is severely mentally impaired if he has a severe impairment of intelligence and social functioning (however caused) which appears to be permanent.
    2. The person must be entitled to a qualifying benefit, such as Incapacity Benenfit, Attendance Allowance and Severe Disablement Allowance.

    It would be very rude of me not to reply to someone who has addressed their post to me; as you have done.
    RENTING? Have you checked to see that your landlord has permission from their mortgage lender to rent the property? If not, you could be thrown out with very little notice.

    Well after all the waiting and worrying about my bill, I finally got it today.

    It is for the whole amount with no amount with no benefit/support deductions. With the bill was a letter saying that if you are in receipt of CT benefit on the 31st March you will automatically be transferred to the new scheme, and a new bill will be sent out then.

    So I have another wait to find out how much more I need to pay this year. They are just asking for trouble. How are people on low incomes supposed to budget, when they still won't tell them what the amount to pay is.

    I had my bill today & I am exempt as I have a severe mental impairment. I downloaded the form from the council website and my Gp had to sign it that he agreed I had this impairment for council tax purposes. I have been under a mental health team for over 10 years . I'm not sure there is an actual list of what conditions this covers.
