 The initial intention was that severe mental impairment is either dementia or learning disability, not a psychiatric illness.I had my bill today & I am exempt as I have a severe mental impairment. I downloaded the form from the council website and my Gp had to sign it that he agreed I had this impairment for council tax purposes. I have been under a mental health team for over 10 years . I'm not sure there is an actual list of what conditions this covers.................. ....I'm smiling because I have no idea what's going on ...:)0 ....I'm smiling because I have no idea what's going on ...:)0

 Well, I have been reviewed twice for this so it must cover severe psychiatric illness otherwise I wouldn't get it and I know I am not the only one who gets it for this.0

 10% for non-workers.
 25% for people who have been out of work for more than 3 years.
 But it gets a bit more complicated when you are working and already pay part of the bill. It just we will pay more.0

            Im also confused about my c/t bill,last year i didnt have to pay anything,iwas and still in receipt of dla care low rate and esa (while appeal is heard)esa is income based, the shortfall is £172.00, not sure if this is correct.0

 Severe Mental Impairment is defined as an "impairment of intelligence and social functioning which is expected to be permanent" - effectively its was created to cover those people who were unable to look after themselves (alzheimers, severe brain injuries etc) but the coverage of it has creeped over time.I had my bill today & I am exempt as I have a severe mental impairment. I'm not sure there is an actual list of what conditions this covers.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0
