I think a neg is a bit harsh, as you still had the chance to reject the charge when you enquired about postage combination.
I would take a while to consider your feedback rather than just having a knee-jerk reaction.0 -
I would send a message to the seller:
"Dear <seller>.
I have received my <items> today, and although I am happy with them, I was very disappointed to see that they arrived in just one packet.
When I asked for combined postage, you refused, so I was expecting four separate packages to arrive.
I am therefore requesting a partial refund of £3, as you have charged me £8 in postage, and it only cost you £2.20 plus the cost of an envelope.

If the seller knows ebay - he will report you for trying to change the price, have the feedback removed and have you warned for feedback extorsion.
I did just that.
Not many sellers know about it though - so you might get away with it.0 -

I would still risk a polite email to seller along the lines pink shoes suggests, maybe have a think about the wording.

She was told combined postage would not be offered, true, but if that was me, I would expect 4 parcels to turn up and not 1. The seller can't have it both ways.0 -
Really doesn't matter about a neg/neutral or postive all that matters is the stars really.
I'd leave a positive on the basis of you got what you ordered in good time but leave a 1* for postage and 3* for comms.0 -

There's nothing in that message that indicates feedback extortion to be fair, and as it's a message to seller and not a feedback comment, they can't have it removed. Indeed a buyer can be factual stating in the feedback they leave that they were charged £8 postage for a single parcel that cost £2.20A waist is a terrible thing to mind.0
