Nobody is talking about HGV's! If any vehicle is driving legally then what's the problem?

In any case, if you want a comparison, then a HGV travelling at 20 miles per hour in a 60 for no reason whatsoever could be inconsiderate anyway!0 -

In the opinion of the driver doing 45 in a 60 limit, who else would know the reason why?

The law sees every driver who has passed the UK driving test to have at least attained a minimum competence that is required to pass that test.
That is the basic level of ability & skill that is required by law.
Not on what their own ability & skill is personal to them, which you clearly stated otherwise they would never have passed.
No one is ever taught to drive slowly simply for the reason they are entitled to do so, as you also stated. That is untrue.
If a driver was to plead they were driving at 40mph in a 60 zone, because they felt they were entitled to do so and that it was at the max of their driving ability & skill in doing so then they would get convicted, and you know it!
That is the nonsense you have posted.

What if some ignorant idiot was holding up an ambulance? And a few minutes was the diff between life or death?

Nobody is ever taught to drive at 45mph in a 60mph zone for no good reason.
Indeed, it could result in an instant failure on a test.
So why do you say it's fine?
