    @16:56 or so - 25% or so of people will not undergo a face-by-face assessment.
    @17:22 - should 'repeated, reliably' - be put into the actual regulation.
    "we believed it would be better in guidance and in the contract" (minister) "the ability to do things reliably is core of the whole process" - DWP.
    "when you put things into regulation, you have to draft them - this is too hard, so we don't want to put it into regs" (paraphrased) - DWP.

    @17:31 - new guidance on the PIP assessment available soon. (this may include something on regularity)



    The overall tone is that the minister and the DWP really, really want to put things into guidelines, and that the minister was entirely unwilling to answer any questions after 2015.
    Which is utterly ridiculous.
    @17:45:50 the minister starts spewing utter, utter, utter crap.

    I cannot believe anyone with the mathematical education of an 8 year old would not be embarrased to make the point the minister is attempting to make like it's not ridiculous.

    In short - she is attempting to argue that there has been no change in the overall figures found not eligible for HRM between the second and third draft of the regulations.
    She bases this on ignoring the fact that the figures she's using only go to 2015, and just comparing the bare number of those not eligible.

    The numbers are indeed similar.
    However, when it's pointed out to her that in 2015, only about half the caseload will be reassessed, due to the slowed timetable, she retreats into a childish pose with her fingers in her ears, and isn't willing to talk about after 2015, as that's 'hypothetical'.

    The most shameful and deceitful performance I've seen from a politician.
    She is hoping for a few more days grace before it's noticed that she's just (approximately) doubled the number of people who will lose their higher rate mobility.

    @17:58 - passporting of DLA to other benefits.
    In short - it seems possible that scoring 10 points for PIP mobility which will not get you enhanced rate mobility may qualify you for blue badge et al.

    Other points raised were the minister trying to imply that PIP assessments will 'help' people with finding ways to improve their lot in life.
    All centres will be accessible, no centres will be shared between PIP and ESA.
    Mandatory reconsideration - not been decided if there will be a timelimit for DLA to do this.

    If you fail the DLA-PIP transistion, there is a one month run-on of DLA, and then it stops.

    For these debates is there ever any form of transcript produced that can be printed off and read at a persons leisure?

    I am the same. People who don't suffer from debilitating conditions have no idea how simple things like these make such a massive difference to being able to manage better.

    I am sure that the disabled bus pass requires the appplicant to be in receipt of DLA, but other have said I am wrong.

    That is one route to qualifcation, there are others.
    It was mentioned as I commented above that it was possible that the points gained in the mobility assessment may be used to set a threshold for stuff.
    For example - it might be that if you have 6 points for mobility on PIP, this would not get you an award, but may be used as criteria for a blue badge.
