Hi All,
I have recieved a 'Parking Charge' from highview parking.I was not driving the car at the time but i am the registered keeper.I know the law has changed regarding this could someone please advise me on my next move.

This thread I started explains that the new law recently has not suddenly made a fake PCN enforceable. I am soooo fed up with this question now (sorry but it's so easily searched for)!

You do not even have a real parking ticket, it's just a piece of rubbish.
Like all the other posters on this board, you have a fake PCN. As long as it's not a company/hire/lease car then you can just ignore it and ignore the other letters that will arrive. The letters are easy to ignore and laugh at, when they arrive at the address of someone who knows it's all hogwash and not a real parking ticket at all.
The whole scam of fake PCNs relies firstly on people's ignorance of the fact that a random private company can't fine anyone, and secondly on their natural fear of parking tickets and the escalating costs/bailiff scenario. So PPCs copy the look of a real parking ticket and - hey presto! - the cash rolls in from victims who know no better.
There is no fine, no CCJ, no bailiff, no debt, no effect on credit rating, no Court, no repercussions at all.
Tick off the letters here.

Just to advise that your other option (in England and Wales only, for an incident since 1st Oct and for AOS member cases ONLY) is to cost the scammers £32 by 'appealing'/complaining about the fake ticket. Then when rejected, appeal it further to the very new (untried but free and independent) POPLA appeals service. The decision is only binding on the PPC and costs them money either way - so us regulars would do that and then we'd go back to ignoring the PPC afterwards if POPLA didn't order the fake PCN to be cancelled!
If you prefer an easier life then I recommend you just play snap with the threatograms from debt collectors - simply choose to ignore and laugh at the scammer and their attempt to extort money. It's like deleting obvious phishing emails from your 'Bank'; it's a very similar con based on impersonation of authority.
If you'd prefer to appeal then do that ONLY if you are certain this is an AOS member (Google them, do not believe the ticket) and you realise it's all a bit of a farce & you know you will never have to pay (and by the way, always 100% IGNORE any non AOS member if you get another fake PCN, just Google to check each time and laugh at the rubbish!).
However, be aware that a fake PCN from an AOS member is no more enforceable than any other - it just means that the DVLA data is open to them and that POPLA is open to you if in England/Wales. You can still ignore it!

I was driving my dad's leased car. in Livingston, Scotland
He received a letter from the leasing company as they are the registered keeper.
Letter says if highview issue a further notice, leasing company will pay it on dad's behalf.
Is it best to pay this one.?
They sent a time stamped photo of car entering car park and a photo of parked car but not the fact that it was 20th december, I didn't get a space, left and came back around again, was no parking meter machine or signs.0 -

What you must do, though, is instruct the leasing company that they must not pay Highview under any circumstances, or if they do, that you (and your dad) will not be liable for their error in paying an unenforceable invoice.
You could also point out to them that their own Terms & Conditions allow them only to pass on Fines and Penalties (check the lease to see if this is actually the case), and this is neither of them. If they can't tell the difference, they need to get another job.
One other way to make sure that doesn't happen is to send in an appeal to Highview, stating that you were the driver. That will stop them communicating with the lease company. Your appeal will be rejected for sure, but don't worry. Simply ignore all further correspondence, and they'll go away eventually. They have no case.0 -

Seconded, this is the action to take! Quickly contact Highview (and the Lease co) so no more letters go to the Lease company.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I called lease company, they said they updated the file, asked me to send copies of any corres. between me and highview and said that a £12 admin fee has been applied to the account which can only be waived if they receive copies of corres. stating the appeal has been successful / upheld.
I need to write to Highview I think, there is no contact number or email address. Any thoughts on what any letter should state?0 -
