I've asked Chloe (my cousin) for screen shots or for her to forward the messages that he's apparently sent her so waiting to see if she does. I'm really upset but I still don't quite believe her.. Even though I know he's lied about going on cam to her and talking to her

Sounds very sensible Tigercubx. If she (your cousin) was genuine (and totally innocent - I would think she would be sending you those screenshots and messages immediately - as she wouldn't want you agonising over it.

Thank you well I'm pretty upset because I woke up to find some screenshots in my emails. They're screenshots from skype of a chat conversation and it shows them both on webcam (fully clothed btw!) so he must of deleted the chat history in his skype and called her more than once becuase his current history just shows a 49min call. In the chat log on the screenshot he's arranging to meet her & asking her where she wants to stay, so yeah. I live with him, no where else to go, so I might just forget this ever happened..

That's an excuse and you know it... kick him out, stay with family, relegate him to the sofa, talk things over and agree to counselling... but just ignoring it? I think you know that's not a solution

So how many times do you let him get away with this before you say enough is enough. Or do you just let him do what he wants because of living arrangements?

He's done it once (or maybe other times you are not aware of), what's to stop him again if you don't at least confront him and say you know he has lied.
You also need to confront your cousin who knew he was with you but still had these chats with him even if it did not go as far a meeting up!

Why dont you show him the evidence and see if he can worm his way out of it ?
