Its more than frustrating, its disgusting abuse of the law.
Make a letter of complaint to TUI asking them to explain why they repeatedly ignore the law and deny passengers compensation write due to them.
Write a similar letter of complaint to the CAA.If you're new. read The FAQ and Vauban's Guide

Complain directly to TUI via e mail to this link attaching all relevant info including booking confirmation & boarding cards if you have them:
Aftertravel.Flightdelay@tui.co.uk
Await response but if initially declined & you feel your claim is valid check out CEDR website who will make an independent binding decision. If you lose though you will have to pay £25.0 -

Any advice please.
I have put in a complaint to TUI regarding our flight to Naples on Mon 6th Aug as part of a package holiday to Sorrento. The plane was changed to a dreamliner and had to land at Rome instead of Naples. The flight landed about 8hrs later than it should. We then had to be taken by coach to our hotel in Sorrento. (5 hr journey). We arrived at 1am on Tuesday morning. We had expected our holiday to start about 1pm on Monday.
We have completed TUIs forms about the actual flight delay. How or can we complain about the rest of the journey. Obv i Have more details if needed. Thanks.0 -

What reason were you given for the change of plane & initial delay?
What was provided to you in way of food/refreshments etc. during the delayed flight & onward coach journey?0 -
hi all, thought i'd post my success on a claim against TUI
we were delayed 4hrs 11 mins on 19/06/18 TOM 705 SID to BHX,airline claimed extraordinary circumstances as the flight the previous delay diverted do to bad weather, this happened 18 hours before our flight was due to depart BHX to collect us, ended up referring it to the CEDR adjudicator who ruled in our favour apart from not accepting our claim for £7 excess parking fee, but have awarded us £1074.
if anybody was on that flight who has submitted a claim or is thinking about it, please contact me and I can share relevant information,ie plane movements and times,
all the best people0 -

Hi, You're covered by the EU261 regs for delay compensation but I would also check out the package travel directive details to see what else is covered.
2.2.6. Scope of the Regulation in relation to the Package Travel Directive
Article 3(6) and Recital 16 of the Regulation stipulate that it also applies to flights within a package tour, except where a package tour is cancelled for reasons other than cancellation of the flight. It is also stated that the rights granted under the Regulation do not affect the rights granted to passengers under the Package Travel Directive21. Travellers thus have, in principle, rights in relation to both the package organiser under the Package Travel Directive and the operating air carrier under the Regulation.
Article 14 (5) of Directive (EU) 2015/2302 on package travel and linked travel arrangements, which will become fully applicable on 1 July 2018, also provides that any right to compensation or price reduction under that Directive does not affect the rights of travellers under the Regulation, but specifies that compensation or price reduction granted under passenger rights regulations and under that Directive shall be deducted from each other in order to avoid overcompensation.
However, neither the Regulation nor the Directive deals with the question of whether the package organiser or the operating air carrier ultimately has to bear the cost of their overlapping obligations22. Resolving such a matter will thus depend on the contractual provisions between organisers and carriers and the applicable national law. Any arrangements made in this regard (including practical arrangements to avoid overcompensation) must not impact negatively on the passenger's ability to address his claim to either the package organiser or the air carrier and to obtain the appropriate entitlements. Please read Vaubans superb guide.
