Young Female Drivers Car Insurance

How did this change in the law get to be enacted. I thought that insurance premiums were calculated by actuaries, based on the probability of the driver making a claim. They calculated that young women drivers were likely to make less claims than young male drivers and therefore gave them lower premiums.
Now the EU says that they must both pay the same. Presumably the premiums could be equalised at a lower level. But I cannot see that happening any time soon. All that will happen is that the increased premiums for women will go into the insurance companies pockets.I can afford anything that I want.

Why should low risk drivers pay more because of some high risk drivers who make loads of claims?0
