Someone who has no PC will never be able to do 35 hours job search a week regardless of the amount of jobs they are applying for
There won't be any excuses allowed that you can't access the internet. They expect you to use a library, a internet cafe, computers being installed for the purpose in council buildings, your provider's computers (if you're on Work Programme) and they will provide what they call "access devices" as a last ditch measure.
There's just no getting out of it I'm afraid.0 -

Libaray here you have to pay for a membership as you can not just walk in and use them and its only 1 hour at a time.

That will take more than 35 hours job searching if you are now going to have to read all job adverts that wont even spring to mind as you are not looking for them.
What make someone capable? Experience mostly in this day and age.
It won't take more than 35 hours because that's the official limit of what you have to spend each week looking and applying for jobs to qualify for JSA.
Capable means there is no obvious impediment (such as a disability) that would prevent you doing a particular job.0 -

I spend more than that time already so it will be taken up applying for the jobs I already appy for and sending spec letters and networking.
Capable however will not get you a job if you are struggling already in a job you have 20 exp in.
What are you whining about then...you're good to go...no worries.0 -

You will never have to give them access either.
They don't have to check up on you directly, you just have to prove that you're doing 35 hours of job related activity each week. But they will insist on proof of that amount of job search and if you don't give them access to, for example, Universal Jobmatch ( I wouldn't) then you'll have to take in sheets of printouts etc. showing jobs applied for and so on.0
