Yes you can. As a seller I can and do leave any non paying bidder a negative and I can as easily leave that first as second.
Under the new system of course if the buyer has not responded to the NPB dispute they can't even neg me back.

A misunderstanding....yes you can leave feedback...but the intial thread was should you give feedback after buyer has paid0 -
I think that the misunderstanding is all yours. My position is quite simple - I will either leave feedback before a buyer has paid (i.e. if they do not pay), or after they have left their feedback.
The thread title is "why I don't leave feedback as soon as I'm paid". So what's your point?For where your treasure is, there will your heart be also ...0 -

'There is no question of leaving feedback as soon as the buyer has paid, if they haven't paid!'
As far as I can tell most of us are in agreement here.My TV is broken!

to all those who keep saying that "all they have to do is pay" to get a good feedback, if you bought something from a shop and it was not as expected would you then go straight to the local paper and bad mouth the shop OR would you take it back and explain why you are not happy with the item. and only then if you got no resolve would you bad mouth them !!! .0

There are too many buyers that don't seem to understand the transaction is still continues after the money is paid.
I've retained a 100% record over 4500 transactions, and it's only the last 1000 or so that I have decided to leave FB by return only. Three separate run-ins with non-communicators who left neutrals without prior contact forced me to change my feedback upon receipt of payment policy.
If I could trust people to communicate then I would have no problem with leaving it first, but sadly there are too many mis-guided idiots out there in eBay land that can't be trusted to make contact in the event they are not 100% satisfied, for whatever reason whether it was within my control or not.
My feedback is at a level whereby I am not concerned about the number or star colour after my name - it already proves I have an exemplary record. If I do not receive FB it is of no concern to me, but when I do, I always return the honour.
Like respect, feedback rating is earned not bestowed upon.<--- Nothing to see here - move along --->0
