The op has not broken the law by linking to a BBC News Article and the portions on the qualified right to privacy in that document are in written in respect to the actions of public authorities and not private individuals.
So please let's stop the scaremongering that the Op has broken the law as that's total nonsense. What he has done is breach Netiquette - it's simply a case of it being 'not the done thing' to give away information about an individual who's not involved in the thread and he should remove the article on that basis.
On the point of living in his house - honestly, yes I'd be a little uneasy if I knew I was living next door to someone who'd murdered one person and attempted to murder another; whatever their mental health issue was. I wouldn't move, nor would I do anything other than be slightly more vigilant. If it looks like he's going off the rails and he starts doing anything anti-social then go ahead and report him to the police.“Don't do it! Stay away from your potential. No I'm certain he has broken the mental health law. And that is the individuals right to privacy. For instance a Psychaitrist can not even give out mental health details to family with the menally ill person permission.

No, he hasn't and I'd summise that you've not actually read the pdf that you posted. A Pyschiatrist's notes on his patients are confidential (as are all medical records) and the Data Protection Act prevents them handing them out to any Tom, !!!!!! or Harry that asks for them. However the rulings of criminal court cases are public information which is why the BBC were able to write an article on the bloke in the first place! The information is already in the public domain and linking to information in the public domain is NOT a crime!
