Your dad may not have needed them but that does not mean that others don't need them.
As I said before instructions are there for people who need them.
I have hung paper and to save expense I have done the job myself but at the same time I would look for a quality paper whatever the cost.
They even tell you on a packets of nuts that the contents may contain nuts.
That is due to allergies that may prove deadly. And it hardly requires any skill to eat nuts, does it? Not sure you picked a good example there.
And your point of about others not needing them.....the OP paid a "professional". When hiring someone to carry out a service for you there is a statutory obligation for them to carry out the service with reasonable care and skill. Why? Because ultimately when you are paying for a service you expect them to know what they are doing. Otherwise, you may as well just pay a random stranger off the street to do it.
OP obviously felt they didn't possess the skills required so hired someone who does. If the OP noticed the watermark but the decorator didnt.......imo it just reinforces that they're not skilled and definitely shouldn't be taking money from members of the public for services which they cannot provide.
If you hired a decorator and they left air bubbles behind the paper, would you blame the decorator for not doing their job right or the retailer/manufacturer for not providing instructions on how to get rid of air bubbles?You keep using that word. The OP decided instructions weren't needed as he/she was employing a professional.

It's not rocket science to supply basic instructions with this item
If it needs to be hung in a different way to a normal paper then surely it's not a bad idea to inform customers.
Little inexpensive sticker is all that's needed
Important
This paper needs to be trimmed etc.
I'm not trying to be argumentative but if the paper needs to be hung by a specialist it's no big deal for them to tell us this.
