    I think it applies on new buyers/accounts, but there never has been anything written down about it.

    As an aside, I just had an attempted payment from a buyer who bought something in July, the dispute process blocked payment.

    Up to about 6 years ago it was 3 strikes In approx 1 year, but that was never actually definite . I much prefer the new ability to block buyers with 2 strikes.

    However I don't think many sellers have that set up as I have had a buyer automatically blocked from bidding, who has managed to carry on buying from a number of other sellers, so my block worked but those other sellers obviously haven't set it up

    Under the old rule the buyer would have been thrown off Ebay - how is it better they can now stay and continue? I used to love giving them their 3rd strike - then watching their account switch to 'no-longer registered' - followed by begging messages, asking me to remove the strike - which i never did.

    Ebay only stopped throwing them off cos it makes millions in listing fees from fake bidders causing sellers to have to re-list - and they help bid auctions up - even if they don't win..

    Under the old rules it was about 3 strikes, usually it went to 4 before I was safe from them. Now I am safe the moment they get 2 strikes, so much better for me and for any seller who has their seller requirements set tightly.

    Have put two old mobile phones on Ebay recently, had to relist the first one twice, because of non payers, and the second one I have just had to relist, so that's three non-payers on just two items.

    The strange thing is that they all follow the same pattern, you list them, immediately you get three or four requests offering silly money (all from low scoring bidders), the price then gradually rises normally with a genuine looking bidder winning, then at the last minute someone (again with a low score) wins the item, and then never to be heard of again.

    To me it appears to be some sort of scam going on here, and at the risk of my post being removed or edited, all these so called 'winners' and early requests for a quick buy are from non indigenous names.

    To make the matter worse, even after reporting them they still remain (still showing 100%)and one is unable to leave negative feedback, after ones fees have been recovered.
