They would still be blocked surely because a NPB has been filed.
Said person already had over 50 feedback, she'd only started not paying recently,so in that scenario I don't think it matters does it.
Ebay don't care I don't think, you report dodgy listings and they stay there etc0 -

In postage and packing preferences, select:
Exclude postage locations from your listings YES EDIT and add the countries you want. In there under ADDITIONAL OPTIONS is to block PO boxes.
Then.
In Buyer Requirements:
Block buyers who have a primary delivery address in a location I don't post to.
Ensure it is selected for all LIVE listings by ticking the 'apply the above to all future and live listings'.
I can't see anything about additional options,do only business sellers have that as I can't see it?0 -

Agree you can block po boxes, I did this after someone with one in SA bought from me. The sale went through fine but I don't want the hassle of it.
I have had two non payers so far this week, really annoying. Have reported both and will add them to by blocked bidders list as well. Both have very little fb.I have had many Light Bulb Moments. The trouble is someone keeps turning the bulb off

The "3 strikes and you're out" guide - is that 3 strikes ever, or 3 strikes in a certain period of time (12 months? 18 months?) Thanks. They deem him their worst enemy who tells them the truth. -- Plato0
