You need to decouple the dispute about the money thing, with the consideration that you may be being harrassed, and that violence may be being hinted, implied, or suggested.
Don't let them off the hook, if somebody in the police that you speak to is fobbing you off, don't stand for it - go higher up the food chain until somebody listens. If it's a problem, hassle them until they decide that they need to do something about the root cause.
Problem is the op hasn't said what the threats are.

I think pay or else, when the threat isn't specified, and there's some implied menace or hint of intimidation or violence, may well be, though - especially if it's repeated.
If the taxi firm have feel they have a legal claim for money - there's always moneyclaim, then they'd have to show evidence that would be adjudicated by somebody who's independent.
edit: if they want to pursue legal action, and say moneyclaim - why don't they just do it, rather than talking about sending the big boss-man 'round? Could it be that they don't want the (albeit small) financial overhead of pursuing a moneyclaim, and could it be they feel like implied heavy-handedness, harrassment, or subtle hint at "bovver" may be how they can get their money back, without having a particularly robust legal case.0 -
If it was me being chased for cash i didnt owe like this i would be down the office demanding they investigate not waiting for them to turn up at my door.
OP if they continue to harrass you, you can make a complaint to your local authority as they are licensed through them. Most have taxi complaint forms on their websites or just ring them.0 -
The problem is though i can't go down there office, as its in a Industrial estate and the fact that its quite a huge one, and they don't have anyone turning up there.0

That's a good idea Poppie, i'll second phoning the local council licensing office. They're very keen that anyone they give a license to is fit and proper person. So even a hint of a threat will not go down well.Liverpool is one of the wonders of Britain,

I wouldn't advocate going down there per say. Taxi firms are not all totally above board

If the threats are real I would be going to the police, I would def not be paying for a fare that I didnt owe.
I would maybe go with a friend to their office, dont understand what you mean by they dont have people turn up there?0
