Please go to the Ofcom consultation page and register your complaint if you don't want this scheme. You only have until 12th September.
I can't post links but search for 'Ofcom consultations' and on that page it's called "Royal Mail - rollout of Delivery to Neighbour scheme".
Don't waste this, your only chance to complain before the scheme is given the go ahead.0 -

Important update on Ofcom's consultation on whether to allow Royal Mail to roll out its 'delivery to neighbour' scheme across the UK.
Due to a technical problem, some consultation responses submitted to Ofcom via the web form on the Ofcom website were not received. Therefore, we have extended the consultation period and ask all respondents to resubmit their responses to Ofcom promptly.
The consultation now closes on 12 September 2012. Ofcom apologises for this error.
Ofcom invites written comments on the questions raised in this consultation, to be submitted to Ofcom by 5pm on 12 September 2012. Ofcom strongly prefers to receive responses in electronic format. This web form will allow you to indicate your data protection preferences and send your views to the team responsible for this consultation.

So...... Got my sticker about a month ago. It's stuck on the window which is about 2 inches above the letterbox. Clearly displayed. Yadda yadda yadda...
Can I just ask - have the Royal Mail delivery guys actually been instructed on what the sticker means?!
Apparently not!
TWICE last week we had parcels delivered to our neighbour (thankfully the 'good' neighbour!!)
Defeats the purpose of having the sticker in the first place!Wealth is what you're left with when all your money runs out0 -
The stickers are fading already. It won't be long before we have just a plain little white rectangle on our letterbox.0
