The Telegraph is under the serious misapprehension that PPCs will suddenly be able to issue 'enforceable fines':
http://www.telegraph.co.uk/motoring/news/9548366/Cowboy-clampers-threatened-to-hold-three-year-old-child-hostage.html
And the people who have added comments seem to be under the misapprehension that granting DVLA access to PPCs is a new thing!
Worth a comment or two.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

And they seem to be the most sensible comments.:rotfl:Coupon-mad wrote: »And the people who have added comments seem to be under the misapprehension that granting DVLA access to PPCs is a new thing!

My God this is tedious. Yet another example of churnalism - churning out press releases rather than researching what is actually being said.
What a dire report. The motoring public deserve far better than that. For the Telegraph this standard of reporting barely gets it above red-top level. If the reporter really is the Telegraph's transport correspondent then he should be hanging his head in shame.
I challenge him to come here and be properly educated. My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
For those seeking more detailed advice and guidance regarding small claims cases arising from private parking issues I recommend that you visit the Private Parking forum on PePiPoo.com0 -
From the Yorkshire post, dated 18th of September 2012...Parking fines to be introduced across hospital trust car parks
A spokesman for the hospital trust said yesterday: “From October 1, visitors to the city’s adult hospitals will no longer be clamped if they ignore hospital car parking rules.
“However Sheffield Teaching Hospitals NHS Trust has been forced to introduce a ticket fine instead to deter the small minority of people who block emergency ambulance access, abuse disabled bays or who fail to pay for parking.”
Neil Thompson, manager for hotel services at the hospital trust, added: “The majority of people who visit our hospitals park appropriately and therefore will not need to worry about receiving a fine.

Could do with an update:
From the Telegraph, 26th December 2012Private parking companies suspended for misleading motorists
http://www.telegraph.co.uk/motoring/news/9722091/Private-parking-companies-suspended-for-misleading-motorists.html
extract from the above:
It is understood the offending companies are alleged to have misled motorists by saying the car’s owner would be liable for any fines.
This could have led to motorists being pursued for penalties when they were not the driver at the time and therefore not legally bound to pay up.
The BPA, however, has not expelled the companies and Patrick Troy, the Association’s chief executive has leapt to the defence of companies he described as “reputable operators with a long history of providing good service to landowners and respect to motorists”.
In a letter to BPA members, Patrick Troy, the Association’s chief executive, has described the action as “disproportionate” and asked ministers to intervene. From the Plain Language Commission:

27 companies given access to the dvla database ? A fifth suspended ? Where do they get their info from? Don't they realise this happened months ago ?When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

“reputable operators with a long history of providing good service to landowners and respect to motorists”.
That's the best Christmas-cracker joke I have heard this year.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -
In a letter to BPA members, Patrick Troy, the Association’s chief executive, has described the action as “disproportionate” and asked ministers to intervene.
And the ministers agree, the action is disproportionate, they are getting the DVLA to raise the ban to 6+ months
