Highview Parking Ltd -Charge Notice - Scotland

Hi all,
I know there is a number of items on Highview but could not find anything specific to Scotland and not sure if it is different.
I received a Charge Notice from Highview advising we were in excess of the maximum stay time at a privately owned shopping centre car park near Livingston.
It is free to park with no pay and displays.
It is £75.00 if paid within 28 days, reduced to £50.00 if within 14 days. If not paid within 28 day an admin charge of £40.00 will be incurred.
Just wondering if the advice is the same regards non-payment? Any further advice / guidance is appreciated.
Was not sent recorded or similar in post, says TNT Post on envelope.

Ours came through for Livingston car park today also - same thing. I take it you were parked up at the Currys/Argos end where there are no pay and display machines. we are not from livingston so don't know the car park well but certainly did not see obvious signs displaying any time limit.
I like you am wondering what to do??
I was going to write the suggested letter on a site stating i have not entered into any contract with them and if they continue to pursue it my fees are £250 and £100 per response thereafter - but that just acknowledges I received it.
Am now thinking I'll just ignore it.
I'll keep an eye on your post for other peoples advice who have maybe already experienced it...good luck to you too though!

Well us regular posters on here spend pretty much every day on here answering the same question again and again and again! Takes more than just one night of my time I can tell you - but if it stops people being uninformed and daft enough to pay these scammers then that's achieved what we aim to do.
Typical thoughts that newbies have in error, about these fake PCNs:
They think it's a real parking fine = WRONG.
They think because the DVLA release the registered keeper's data that the PPC must have some sort of authority = WRONG.
They think that because major retailers like Supermarkets use these firms that it 'can't be a scam' = WRONG.
They think that a debt collector can/will call round = WRONG.
They believe the empty threats in the 'debt collector' letters = WRONG.
They think that it may affect their credit rating = WRONG.
Just play snap with the letters, it's EASY. I am an ordinary wife and Mum with a responsible job and clean credit record and I have ignored 2 fake PCNs. I would very happily collect more and laughed when I got both of mine.

The law up here in Scotland is the same as England as far as these parasites are concerned.
Ignore them like the Newco fans are ignoring the fact that they are not the same Rangers!!0 -
Yup, no significant difference here - just ignore the scammers completely!
And IME, even the Scottish PPCs don't know the difference and couch their threats in terms of English law - Which only serves to make them doubly unenforceable here.0 -
EVIEB - Spent hours last night also on this notice, friend got one from another company and wrote a letter and got one back saying not going to pursue.
However, I think going to ignore as if you reply it lets them know you got it and send you more (especially if no proof of delivery).
It plays on your mind and the 'threatening letter' doesnt help either.
Let me know what you decide.

Having read so many of the posts we are just going to ignore it. Besides a £50 fine for over staying in a FREE car park sounds totally unreasonable!0

what you have is something called a speculative invoice, under the same category as an email asking you to send some money to some account in Nigeria as you need to register to pick up your winnings.From the Plain Language Commission:

I got one of these so called "Fines" through the post and was really unhappy. I phoned the company to ask under what legislation the "fine" was enforceable and the guy couldn't answer me.
I don't even recall seeing anything that indicated there were new parking restrictions in place.
