Someone hit my parked car and wont give insurance details

Hi everyone 
A friend of my next door neighbour drove into our car which was parked in the street. We have CCTV seen the incident and approached the neighbour to ask for the insurance details of his friend who hit the car , he said "I Will have a word with him" 4 days later I caught up with my nieghbour and he said that he will not give me any details or number plate as he didn't hit it..
What should my next step be ?

Go to your insurance company, tell them that you have CCTV film of it.0

Mum has ended up claiming through her own insurance, and they will then try to reclaim from the third party's insurance company. She is enjoying the hassle the other driver is now getting from the police.

However, if you can get hold of the other person's insurance details then you can contact that company's claims department directly and say that their customer hit you.
If you do this, do inform your own insurance company (tell them you're not claiming through them, just letting them know). I'm pretty sure you have to inform them of it - one of the things you have to tell them about or they can void your policy.
I have just noticed from your first post though that the number plate isn't visible in your CCTV footage. Without that, or witnesses, I'm not sure if the police will be interested?0 -
but traceable all the same, especially if they were seen leaving neighbours house in footage, police can ask who they are, and if they refuse, arrested simples im sure the neighbour will give contact details to the police.0

In this situation, I would simply get the insurer's details off Askmid.com then contact them directly and ask them to arrange repairs at their expense, pointing out that the accident was recorded on CCTV and that if they don't help, you may have no option but to go through a credit hire company (which will cost them several times more).We need the earth for food, water, and shelter.

As names/addresses haven't been exchanged you should also report the accident to police "as soon as is reasonably practicable and in any case within 24hrs"0

If you want to be pedantic about it, no claim has been made.
The neighbour has no requirement to do anything.
As the rest below yours states best report it as a non stop. Tho this should have been done at the time.0
