I'd be inclined to send something in the post, for when you are definitely going to be out and the neighbour will definitely receive it. Any form of animal droppings or similar might put her off...0

again, there wouldn't be enough evidence to prosecute, BUT the police may go and have "a word" with her, which hopefully would give her the frighteners and put her off attempting anything in the future.....0

The carrier was UK Mail last time she got into my parcel. I've got no intention of putting a notice in my window to the effect that she's a thief! As Nicki says, I WOULD have to be mad! God knows what revenge she'd take. And much as I'd love to send her animal droppings, there's no guarantee which neighbour would end up taking the parcel in...I'd hate it to be the sweet old lady a few doors down.
She's up to all kinds of skullduggery anyway, the police are there a couple of times a week, but as far as I know there's been little, if any, action taken against her.
For now, the best bet is to make sure she doesn't get her hands on any more of our parcels. We'll all just put DO NOT LEAVE AT NUMBER *** and that'll put a stop to what she's doing.0 -

Get someone you know to pretend to be a delivery driver and leave her a parcel - with a note inside asking her to leave all the stolen goods in a bag outside her house and nothing more will be said....0 -
Something similar to this happened to a friend. A computer was left with neighbours which mysteriously disappeared!. My friend just called the company & said the parcel had not been delivered to his house & it was not his problem if parcel had been left with the neighbours. The neighbours had apparently no knowledge of the parcel, despite a signature!.
Rest assured the company did a thorough investigation & the computer miraculously appeared. Also if you paid by credit card/certain debit cards, they should look into to as a disputed payment, as you personally didn't receive the goods.

I wouldn't rely on the delivery instructions being read and adhered to, maybe I'm just unlucky but whenever I've put additional instructions on a delivery they've never been followed! I agree that a generic note on the door all the time (not not altering anyone to the fact that you're out) is a good way forward.
Just as an aside as you said she's a housing association tenant, you can all complain to the LHA and eventually they may relocate her. We have LHA tenants in our block of flats, even though we're private owners, and we had a nightmare upstairs neighbour. We started to call the police every time there was a disturbance then the LHA to tell them that the police had been round. After we'd complained so many times, and the other neighbours had, they were forced to evict the good-for-nothing neighbour. The LHA will not look kindly upon her stealing from her neighbours and causing a disturbance with her dodgy mates round at all times as it makes them look bad. Get on the phone to them and keep a diary of all her bad behaviour and they have to do something about it!
