The best for who? What is the point in the OP closing the thread and why should he/she be forced to do that?

The OP stated they don't want to discuss it any further (see below). No one is forcing anybody to do anything, it was just a suggestion.

  • What is HRC's role, as the decision seems to being made by my dept.

I know I said I wanted to end the discussion, but I want the forum to help me out not put me down, and being very negative.
I just want to know why we have spent millions employing HRC, and they don't seem to be in charge of investigations, your DHR decide what to investigate? Also they say I have no tangible proof, how can I back six years, although I can obtain some, and they say I have no witnesses, and HRC can only investigate 3 of my incidents......
  • It goes back to one of the othe posts. You need to documented everything. You dont have this evidence how can they proceed? This case isn't all about you. HR have to be considerate towards all sides and importantly they have a duty of care towards your manager.

The enquiry and decision is in the hands of your Department, because that is the procedure. Your NIPSA rep should have explained this to you, did you ask?
Each Department hires and fires their staff.
  • Nar, what is the point in HRC doing an investigation, whenever my dept does the hiring and firing. The govt paid HRC millions, and I can't even get an answer for an email. They are just a postbox then.

not going to discuss this any further as I am obviously annoying a lot of people, mine is a genuine grievance, and I am ill and have lost all my confidence even in things I say. HR should be helping me, put a wrong right, not just trying to get me back to work, when I am not well. Maybe it is just our HR Dept.

HR departments exist to keep the employer out of court. They aren't mediators, judges or fairy godmothers with magic wands.

I'm at a loss to understand why you think they would be......?
