Don't be rude to me. I am so confused I have read so many reports and it is all so much to take in.
I over stayed in the empire cinema carpark and i am sure there were no signs up then. There are now brand new signs and the paint is still wet on the road so I can not appeal at all. All i wanted to ask other people was have they had fines and not apid them and nothing happened to them.

He's not being rude, he's just correcting you
Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?

It's really easy to understand, I honestly can't see why you are confused, unless you have belived the drivel in the national papers? :)

To quote a good summary from another poster, bazster, you either:

    (i) ignore it, and all the letters that will follow. Eventually they will go away, nothing happens, this isn't a fine, it's all a scam, yadda yadda. EASY OPTION.

    Or:

(ii) you appeal first to the private parking company, and then when they reject your appeal, you appeal to POPLA, and when they reject your appeal, you just ignore everything else. HARDER OPTION PERHAPS.

This latter is the "mystery option", because POPLA only went live yesterday and we've no idea what a parking company might do following a failed appeal to POPLA. They might move straight to an attempted small claim, we just don't know at this stage (we do know they'd most likely lose).

The advantages of the "appeal" route are that (i) you might win (ii) we all get to learn a bit more about it and (iii) the parking company gets to pay the appeals service £27+VAT. And the findings are only binding on the PPC, not the driver. So if you 'lose the appeal' you still don't have to pay - don't let anyone tell you that you do!

The "appeal" route is the option for awkward bu99ers who want to put up a fight against these toe-rags, and don't mind being a guinea pig! If that's you then do it!

If you'd rather keep your head down then ignore them and their rubbish debt collector threatograms.

    EITHER WAY, DO NOT PAY!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
