New to Ebay and buyer has opened a case

You need to find it then as otherwise Paypal will take the money from your account and make you pay them back.
Your buyer doesn't have their item, therefore you have no claim as yet to the money. In general it's not a good idea to spend significant amounts of money before you know the buyer is happy with the item.
You don't really have until the 20th, except in terms of the broad scope of the dispute. Your buyer will probably want their £55 back sooner than that, and should really have it back before then.
But if I have until the 20th July to respond, they can't refund them before then can they?0 -
Another thought, can paypal just deduct the money from your bank account?
I'm not trying to get out of refunding, I'm just looking for the best solution for both of us0 -

You're right, for two items to go missing is very strange. I had a bad feeling about this sale from the off. The buyer has over 3000 feedback, most as a buyer. They buy vast amounts of the item I sold and they have left scathing feedback on numerous occasions. I also think they overpaid for the item. Then they never responded to either email I sent. No contact and then this.
My paypal account is showing a minus balance (in red) at the moment. Worse case scenario, a refund is issued and no funds available in paypal account. Do paypal then just take the money from my bank account or is it up to me to put the money in to my paypal account to cover it?

You need to consider your buyer in this.
No, Paypal won't refund until at least the 20th. But you can't operate like this - it will count against you if you make them refund, and you can't make any refund conditional on other buyers you might or might not have - you have to refund someone who doesn't receive their item, you have no choice in the matter and it is very foolish to leave them in limbo until you are forced to refund.
I'd be very unhappy as a buyer and the feedback I'd give you would not be positive, and probably not neutral, if you refused to refund until Paypal made you. I would strongly urge you to get that £55 in your account - borrow it against future sales, by all means, but do not keep an unhappy buyer waiting for that sort of money.
They can do too much damage to your account, particularly if you are relatively new, to be worth brazening this out. As I mentioned before, I have no intention of not dealing with this. I will not wait until paypal or ebay make the decision to refund. I am trying to figure out the best way to get money into my paypal account to cover the refund. As I understand it, I have at a least until the 20th July to get money into my account to cover this.
However, I am very aware that I will need to refund them if the items aren't tracked down. I have until the 20th July to get a definitive answer from RM.
I'm not just going to roll over immediately and refund the money. I need to try find out why two parcels went missing to the same address.

Also if you refund them they should not leave you negative feedback

The thing with selling on ebay is to make sure you charge enough for post and packing to cover your cost's to send your items signed for

The OP has said that they will try & get through to the delivery office tomorrow, chances are that's where the two parcels are. Even you have to agree that for someone to not receive 2 parcels sent at the same time from one seller is a little unusual.
If they refund now with no money in their paypal it will take 10 days for the refund to be processed. If they sell enough over the weekend then they will be able to do an instant refund.
I personally wouldn't be in a rush to refund this buyer I would want to get through to the delivery office first and see if they're there.
