            How many times have you driven up Airport way ?? How can you say that people stopping on the roundabout would ( and do ) not cause chaos.
 But the OP never mentioned a roundabout?!
 It's a private road and a fake PCN so the OP just ignores it like you would any scam. Only the Police, Councils, Transport for London and (rarely) a Rail Operator can issue real parking tickets, not some scam PPC impersonating authority.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

 IF it was the public highway and IF it was a properly marked clearway, then a police fixed penalty notice for stopping could be a "fair cop".The acquisition of wealth is no longer the driving force in my life. 0 0

 To be pedantic I don't know if I can call it a roundabout , but EVERYONE who has ever been to Luton will recall the road layout.
 Its a one way system , which works well , if the traffic is kept moving.
 Before the present system , when you had to drop off after the barrier the waiting traffic backed up to the roundabout ( was a proper roundabout then ) and grid lock occurred.
 Keep telling people to ignore the 'scam' / fake PCN . People will drop off on the roundabout , traffic will come to a halt and the police will start issuing legal parking tickets.
 If you don't know the problems at Luton , how can you give advice.0

 Ps please post details of me victimising those who are disabled or those genuinely on benefits.

 As it's a private road, then there is nothing the landowner can legally do. Even if, as it's an airport, you accept the anti-terrorism argument. They can no more penalise anyone for stopping (or for using an electronic cigarette) than you or I could. Allowing a PPC to unlawfully harrass people isn't the answer, especially since the VCS vs. HMRC ruling.
 If their prime concern is traffic management and/or security, then they need someone to immediately move on people who do stop. Of course, this would cost money.
 Signs and ANPR cameras do nothing for traffic management or security. They don't stop people stopping or move them on if they do. It does enable the landownwer, through their agent, namely the PPC, to make demands for money, to which they have no legal right.  Wallbash - I appreciate your point of view and agree with you to a point but completely agree with Stephen Leak that this isn't preventing the problem.
 I never really have cause to visit Luton Airport so no, "I don't know the problems at Luton" as I suspect most of the visitors to Luton Airport - why would we? So whilst looking out for our passengers, how are a few signs (that we can't read as driving) going to stop anyone 'stopping'?
 The aim of the fine is clearly for money making purposes not for prevention. If they were really worried about this, they'd employ an parking official to move people on.....0

 Before the present system there was a drop off point that people could drop people off at with no charge.  We will keep on telling them to ignore private tickets from private companies who have no legal authority to issue fines or financial penalties.
 Just out of interest, what tickets would police issue on private land?"You should know not to believe everything in media & polls by now !"
