Was it a Local Authority car park? If it was then it would be an offence of Tampering With a Motor Vehicle (Sect 25 of the RTA 1988). It would be fair to assume that tyres come under the description of "brake or other part of its mechanism". There's no need for danger to be caused for that offence, nor for it to be concerned with taking the vehicle (as interference with a vehicle is):

Criminal damage.
Person finishes their work out, heads off and picks up the orphans they deliver to football practice, and then suffers a blow out due to under-inflated tyres killing 4. Still feeling so smug at revenge on a "flash git?"
I don't think it is possible to drive far on completely flat tyres.
However, in view of your comments, perhaps keying the paintwork would be safer....Je suis sabot...0 -

I dont think the victim would go that far for a couple of let down tyres.
Theres no guarantee the victim even knows the people that work at the pool complex or has access to the CCTV.0 -

Letting peoples tyres down, scratching the paintwork of a vehicle...you sound like a mini crime wave and I really hope you are caught sooner or later, either by the cops or the owner of a vehicle who soundly gives you a beating.
Lord knows what you would do if somebody beat you to the queue at your local supermarket!

I have seen people carefully reversing into a parking space in our high street and some selfish person nips in. It's really selfish and the height of bad manners. The victim, I am sure, is furious but impotent. What can you do -- no law has been broken?
On one occasion, somebody close to me may have gone a bit far, but I am sure a lot of people on here will find it understandable. There was no danger, no damage, but a bit of inconvenience was caused. Perhaps he won't be so selfish next time.
