Would definitely change the barrel on the lock whilst all this is going on. Even if letting/estate agents were regulated, unless the regulations were very clear and enforced effectively we would still be in the same position.
Just look at the fact the had to tighten up deposit regulations after the first attempt at legislation left some very clear loopholes.0
