    It's the idea that expecting people to obey the rules is somehow difficult and pedantic, rather than merely expecting consideration.

    That's one way of looking at it.

    Another is that as people have mentioned it may not be wise for the victim to take any action in respect of someone breaking rules that have been put in place to protect their health so it is necessary for the authorities to be pro-active in protecting such people.

    Otherwise it's just yet another case of inconsiderate oafs who ignore the law whenever it suits them.
