    (Not a medical journal but even if someone did point you to an article in one you would, almost without exception, immediately hit a pay wall.)

    According to this site the law on smoking in the workplace covers work vehicles and it's the employers duty to see it's complied with.

    I'd start by putting in an official grievance to HR/Company management about the manager who hasn't dealt with it properly and the other employee if he knows who it is.

    He is technically being forced to drive a vehicle that has evidence of an illegal activity taking place in it - whether the activity should or should not be illegal is beside the point.

    At the point that you would have to take it outside the company becomes the difficult bit as then you have to decide on how much that job matters as the likelyhood of them finding a way to get rid of him is high enough to worry about.

    Ok folks, have advised my dad to have another word with his boss and explain he will report it if no action is taken

    I found there is a compliance line you call and report these things and they pass the matter to the relevant local council if it warrants it

    Not sure if he is in a union will ask him and if so speak to the local rep

    In this day and age, how easy is it for him to find another job, for if he grasses the firm up, they wont have any qualms in todays times about letting him go.
    It is a time of keep your head down and shut up while the storm passes, it is very nasty outside.

    Besides the above-mentioned consequences of taking the case outside the company, the reporting of your father's boss to his management will also cause friction.

    Ultimately, he may have to do that but, before he goes that far, he should have another word with his boss and point out to him that he considers that this is not a trivial complaint : Your father not only finds it unpleasant but also fears that, should he be stopped in a random roadside check, the smell could be detected and he (your father) be accused of illegally smoking.

    If the response from his boss is negative, that will be the time to escalate it to higher management provided your father is prepared for the aftermath.
