    With the fully flexible ISAs

Unless your ISA is a fixed term.

Or your provider chooses not to support the new flexible arrangements. The only ones I've actively seen support it so far are Lloyds whose interest rates don't make it worthwhile, and the Coventry who do not allow transfers in.

Santander, the Cambridge and National Counties do not currently support it.

As gwapenut says, only some ISAs will be fully flexible, so those who want the best of both worlds will need to transfer to an ISA that allows them the flexibility. Someone who is halfway through a fix may well be better off waiting, rather than pay an interest penalty to transfer out early.

Agreed - what I was trying to clarify (from what I took from your post) was not all Mini Cash ISAs were becoming 'fully flexible'.

Am glad we're all on the same page.

Saffron will be offering another 3.5% regular ISA next tax year according to the advisor at my local branch. Have an appointment tomorrow to open a couple for next tax yr.

Great, this is how I was hoping to spend some of my flexible withdrawal allowance. 3.5% tax free is about the best I can get. Albeit for about half the money on average because of it being a regular saver.

Hope you're correct - I called head office yesterday and was advised they weren't aware of any details for 2016-17 just yet.

    Last years allowed withdrawals too!

At 3.5% it's going to go like hot cakes! I suspect it won't be available for long or else access will be severely restricted.

I wonder if it will be worth the bother of opening something to become a member in order to qualify. Depends on how much could be deposited monthly.
