    Halifax ISA Direct Reward? ... no explicit guarantee that it'll track the BOE rate, but I fully expect it to do this for the first 12 months.

    Couple of days pass and I fill in O/H's application in IE - failure.

    Santander Flexible ISA: 3.3%, tracks base rate upwards but won't drop below 3.3%. Instant/easy access. Interest added 1 March 2012 (bizarre, but true).

    Of course, on the downside, it's Santander, but you didn't mention level of service ;) TBH, how often is someone going to want to service a cash ISA, except to add funds, which you can do online. You can also withdraw from a cash machine, meaning you don't have to worry about lax service until you want to transfer it, which you should do after the year's up (or 1 March??), as it'll drop to 0.5% then.

    Edit - ah - can't transfer in... but it ticks most of your boxes

    In the past after the Santander ISA's have matured I have done an internal transfer with Santander, usually their flexible ISA into a new direct ISA which allows transfers. I have been able do it over the Internet but this year it has to be done in branch and then by the head office. It used to take a couple of days and this year it is now over 10 days and still not transfered. Anybody else tried this ?

    Well I've plumped for the Skipton regular saver ISA. 3.25% fixed. Max monthly payments at 445 a month. No min. amount to be invested, no monthly minimums so you don't even have to make 12 monthly deposits.
    No withdrawls but if you need the money you can close the account and get all acrued interest without penalty.
    Oh and excellent customer service too :)

    The Manchester BS (www.themanchester.co.uk) do a regular saver at 4% (0.5% plus 3.5% annual bonus, T&Cs apply)

    They also do a 60 day notice ISA at 3.01% that accepts transfers in.
