I'm tempted with Monument at 4.28% with transfers in, and it's flexible.
The latter probably won't be an issue, but it's handy, I guess.
Although saying that. Plum (4.61) might be one to look at, so long as I stick out the full 12 months with them

Indeed. If you have 20k, even 0.5% is only £100 a year.

Then some of that can be eroded if there's a delay in the transfer.
Looking at my recent transfer to Prosper I'm not sure it was worth the stress for the sake of 0.6%.

If they open a Santander 1 year fixed rate ISA 4.5% now funded from a Premium Bond withdrawal when another ISA matures in June, Chip 4.31%, can that then be transferred to a better paying ISA?

There's no restriction on ISA transfers (other than those imposed by the providers themselves).

currently have a Chip with a boost rate at 4.48% but that expires 27th May so looking for another flexible ISA
