            I might have cost TCP at least £60 today, I was in the spa when overhearing someone moaning that they got given a ticket for parking in the Iceland car-park when the shop was closed and he was going to pay it.
Hopefully after my talk about ignoring it as it's nothing but a mere invoice trying to claim money and how TCP doesn't do court he will follow my advise and ignore it. Sadly I think he will still pay it as he believes it's a proper ticket

            Now got another letter from DR+, in which they go into great detail about "responsibilities under the blue badge scheme". This is what I've sent back to them:
Dear Ms Thompson,
I have received your letter dated 9 August 2012, regarding the above.
Please note the following:
1) The letter I sent to UKPC on 11 June was NOT an appeal. It was a statement of reasons why I will not be paying their charge.
2) You refer, in your letter, to the Blue Badge scheme. I would draw your attention to the DirectGov website ( http://www.direct.gov.uk/en/disabledpeople/motoringandtransport/dg_4001061) under the section 'Misusing Blue Badges', the sixth paragraph: "The Blue Badge Scheme does not apply to off-street car parks, for example supermarket car parks."
3) You will also be aware, as all Private Parking Companies now are, of the recent decision of the Upper Tier Tax Tribunal in the case of Vehicle Control Services v HMRC, which makes it clear that only the Landowner can form contracts with drivers. As UKPC are not the landowner, and have no propietary interest in, Wycombe Retail Park, they have no locus or standing to make offers to park or to levy charges.
4) You state that the matter may be passed to your "legal team" for consideration. Please, please, please get them to issue a claim against me in the County Court. I will really enjoy wiping the floor with them.
5) As stated in my letter of 11 June, UKPC are contractually agreeing, by continuing to chase payment for a non-existent "debt", to pay me an administration fee of £90 for each such letter received. I have therefore sent them another invoice for dealing with your current letter, making a total of £360.00 that they now owe me. Perhaps you could arrange payment to me on their behalf.
6) In case it's not crystal clear from the above, I ABSOLUTELY DENY THAT ANY DEBT EXISTS. I WILL NOT BE PAYING UKPC OR YOU A SINGLE PENNY IN 14 DAYS, 14 WEEKS, 14 MONTHS OR WHEN HELL FREEZES OVER. IF YOU CONTINUE TO PURSUE THIS NON-EXISTENT "DEBT" YOU WILL BE IN BREACH OF THE PROTECTION FROM HARASSMENT ACT (1997) AND WILL BE REPORTED TO THE POLICE.

The debt has to be over £750 before you can do that. It's on the back burner.

            I had a wizard wheeze on this one. I found a Debt Recovery company who specialise in collecting business debts on a no-win no-fee basis. So I've registered online with them, and entered my overdue invoices to UKPC as debts to be collected (the DCA takes 10% if successful).
So now UKPC will be getting a series of computer-generated letters sent to their Coventry registered office address demanding payment, and I'll add the other invoices to the case when they become overdue.
"Thank you for submitting a New Case Instruction Form.
We will immediately create a new case for you in our systems.
Over the next 21 days, during the three stages of our pre litigation process, we will produce and send to your debtor:
Stage 1 – (days 1-7 inc): An initial formal letter before action.
Stage 2 – (days 8 - 15 inc): A second reminder type letter before action sent off together with a fully completed draft Court Claim form (i.e.: Summons)
Stage 3 – (days 16 - 21 inc): Chase up type phone call(s) will be made to the debtor during this period.
At the expiry of the 21 days, we will automatically contact you with a summary of all steps taken and details of all contact made with your debtor and any messages from them or with all sums recovered from them."
During the 21 day period, you may be contacted by the debtor, for copies of invoices etc. Whilst often little more than a delaying tactic, we would nevertheless advise that these should be provided to them without delay.
