    Open a Paypal dispute, there is a section for "incorrect p&p". I did this when a seller sent me something by normal post (which cost him £3) instead of the special delivery at £8 which I had paid for. He refunded me the difference but only after a lot of angry dispute comments on the Paypal form.

    Don't let sellers get away with taking the mick! Yes you knew the p&p charge was £9 but they didn't send it by the method you paid for so you have a valid complaint.

    You can also report them to Ebay for fee avoidance. One thing many sellers do is jack up the p&p as they don't pay fees on that.
