    Its not that simple. The landowner would have to grant them significant rights to the land, something which any sensible organization ought to be reluctant to do - certainly if they consulted their own lawyers over such a contract I suspect the advice would be to not agree to such terms.

    I guess it remains to be seen if anyone actually goes ahead with such terms though.

    A lot more devious lawyers than us will be on either side. I don't think it will prove difficult.

    I think it will be a major barrier. Remember its not necessarily the Supermarkets or retail park management companies, we're talking the landowner. I seriously doubt they will want to sign a document relinquishing certain rights over their land over to some dodgy parking company.

    I agree. But it wont stop the PPC's getting new contracts (still inadequate) and trying the hands in court again, despite the fact nothing basically has changed.

    If I was the landowner, I'd buy the parking company.

    Historically, landowners weren't the nicest of people. That's how they came to be the rich landowners. I doubt parkig companies will simply decide to retire overnight either.
