Does New Law (May 2012) Make Registered Keeper Liable to Parking Charges?

No problems. How do we improve the law, to make it actually work? Which was my original post on this thread, and is on topic.
And therein lies the crux of the matter. There are a lot of people here who take the view that it is a shocking law, to give such powers to private companies (and thoroughly disreputable ones to boot) and that it should be repealed.
And there is a minority of one who thinks it should be "made to work". In what way?0 -

So a firm yes in the anarchy camp then? Any law is bad?0 -
Well, it's not difficult to see why you have made so many posts. It seems you have to argue about everything. Equally, not difficult to see why your thanked post rate is well under 50%.
We have to put up with people like you from time to time, sadly.0 -

Is your keyboard missing letters? Y-E-S? I can't see why being honest upsets you, You have your view, I have mine. I'm quite happy to be public with mine, you're embarrassed about yours. It's not an arguement, you just won't come out and back what you believe in whereas I don't post anything I don't back entirely. And I haven't looked at the thanks to be honest, I don't post anything I don't think is right, I don't filter my opinion to be popular, but it's an interesting way to keep score.0 -
The problem is that this is a help and advice forum and you are not posting anything that is of any value to anyone who comes on seeking advice. You are merely cluttering up threads with irrelevancies.
We are here to help people. You just seem to like arguing.0 -
I suppose you think if you repeat the same rubbish often enough it becomes true. Unfortunately you're in a minority of one on that score.
So what are your credentials for advising people, then? You sound rather more like an apologist for a parking company, that is the sort of stuff they trot out to get their contracts.
Have you ever had a private parking ticket, and, if so, what did you do about it?0 -

Oddly enough, no. I park like a normal, reasonable, member of society. I don't advocate parking anywhere, overstaying, or generally creating a nuisance to every one around me. You do, fair enough, so I support any legal way that reigns you in. If they're not there yet, they can be eventually.0 -
The new law will be tested by pushing a case through to the higher appeal court on basis of unlawful penalty and the action brought by third party.
we will just need a stupid parking company to take the bait and open the can of worms.
Unfortunately the smart ones stay away from court so they dont show up in search threads so it looks like the only one stupid enough to take the bait will be Mr Renshaw-smith from excel, it needs a greedy fool to grab the hook and we will have the penalties set in to case law as unlawful and that will be the end of any court cases, it wont stop them, but it will cut them down .Hi, we’ve had to remove your signature. Somebody over on CAG has just asked an interesting question - does the new law apply to Scotland, and if not, what if the RK lives in Scotland but the parking charge notice is issued in England, can they still pursue the RK if they weren't the driver? What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

It would be nice if it did, but not even the aforementioned chap would be that stupid. If he didn't learn the lesson from the HMRC case then there's no hope.
To proceed to a court of record both parties have to be willing to fight, I can see the PPC conceding rather than taking the risk. That is even on the assumption they manage to solve the "it's not your land" defence.
PPCs will continue to rely on their strongest point, which is the total ignorance of Mr Joe Public as to how the law works, and which is likely to be strengthened by the completely erroneous impression created that they are being granted powers of enforcement akin to councils.0
