As already mentioned, setting up a new payee normally involves a code being sent to your mobile. But I believe there's a workaround for people who can't receive text messages - including fraudsters.
This is the crucial step, because Santander are liable to argue that you positively identified yourself as you at this point.
The other interesting question is how the fraudster planned to get hold of the money and disappear without leaving a trail.
Yes, they must of used my phone as they had access to my phone number for 2 days, no idea how that happened

If your Experian report shows signs of fraudulent activity please let us know and we can help you set the record straight, give you advice on adding security features to your credit report etc.

Santander's fraud team is, from my customer point of view, the part that provides by far the worst level of customer service in the whole business. It's simply not possible to even rely on a statement made on the phone that something will or won't happen. From payments being made to payments being canceled to unblocking accounts, it simply isn't possible to trust undertakings given by employees working in that part of the company.Our fraud department are fantastic. 9 times out of 10 the money is back in the account before the holder has even realised it's missing.

I don't disagree with your statement about cases of fraud, my comment is about the more general quality of service provided by the team, which is atrocious and greatly lets down the front line part of the business.0 -

Unfortunately they weren't so fantastic for my dad £10k transferred from his credit card without his authorisation. Santander said they couldn't tell him where due to data protection, then had the cheek to say he HAD to make the minimum payment. 6 months later and defaults he finally got it back...
OP really hope you get this sorted ASAP, fraud can happen to anyone and it's such a headache sorting it.0 -

It's how santander deals with problems that makes them so rubbish. The myriad of failures with Santander's handling of fraud matters has been well documented in the press.0 -
