Weights and Measures laws require the indicated weight to be accurate - if they are on the multi packs and on the single bags then they are not breaching the laws.
Whether consuemrs are being misled because of the 2 sized bags, that would come under different legislation. I would hazard probably not but it depends on how its marketed.0 -

Why do you think they are so cheap? Nobody is being misled. A wholesale box of walkers crisps (regular size) now costs £12.99+VAT for 48 bags, thats a huge price difference compared to the equivalent amount in the multi packs. The reason you don't get the regular size in multi packs is because they are meant to be sold individually.0

i've always bought multi packs of walkers crisps and never realized the individual packs contained more.
there's been many a time i would have bought a single bag in my lunch hour or in the pub after work, however i've always thought they were simply too expensive. walkers inability to clearly state these single bags can contain as much as 40% more crisps has cost them hundreds of pounds of my money alone.0 -
Individual pack of Quavers 21g is 49p in Morrisons. A 12 pack of 16g bags is £2. So the bags in multipacks are a bargain OP!0

The simple fact is that the law says that you do not have to mark the weight on crisps or snackfoods when the manufacturer is aiming for 25g or less. (Schedule 6 Packaged Goods Regulations 2006)
I dont know who thought this was a good idea or why but it is what it is.
Although it looks as though this may be changing in a couple of years time.

They have reduced some of the multipacks now in size
I think one of the biggest cons is juice selling juice like mango and passion fruit but the biggest ingredient is Apple juice as its cheap and they are allowed to get away with it.
