It is a scam. Ignore it. THIS IS NOT A FINE.
NOTHING WILL HAPPEN, no CCJ, nothing! It's not a real PCN.
The letters the registered keeper will now receive are no biggie, just file them. They really are like phishing emails and you can see right through them when you know it's all hot air. As long as YOUR car isn't a company or hire car then it's easy for the registered keeper to ignore the letters now they (you?) know it's all a well-known con trick.
It is a little odd that you are an MSEer but have landed on an old thread, did you somehow miss clicking through to the current forum threads? It's a really busy forum every day, with sticky thread info to help you too. Please read the current threads so you can learn more about this con.
Also you could have searched the keywords 'already appealed' on this sub-forum and seen that your question comes up about 3 times a week..!
Anyway, please watch the Watchdog clip linked on a top sticky thread 'PPC letter chains' which is currently 2nd from the top of the forum list, only one click away - see my signature for where to click in the little blue 'breadcrumb>trail>link>' at the top of this page.
The same thread also has preview pictures of each letter so you can just play snap with them rather than actually read their debt collector baloney.
You can just tick off each matching letter against our thread. It's not difficult to play 'snap' with some junk mail you can predict!

Even if you've told them who was driving, all it means that the driver will have to ignore the letters instead of the registered keeper. That may even be the same person.
Continue to ignore everything you get from the private ticketing company, then a debt collector and then a solicitor. Eventually, they’ll run out of empty threats and stop throwing good money after bad.The acquisition of wealth is no longer the driving force in my life.

I received a parking eye ticket after being picked up from the docks in southampton. Th e boat I was travelling on was late and so went over the 30 mins which we didnt even know existed!!
They want to charge us £70 which I think is outrageous. I managed to get through to someone and they said they would keep it on hold for 14 days. However after reading all of these posts we have decided not to pay it, However I am worried that because I spoke them and they held it to 12 days are they now at an advantage???
please help as I am a massive worrier about this stuff

Thank you all for your replies, in all honesty I have neglected MSE and am therefore out of touch.... big lesson for me and I promise not to neglect the site and all you lovely people again.

today i received a third letter from PE saying my appeal had been unsuccesful - though I have yet to appeal, my first letter stated
'I acknowledge receipt of your captioned letter. It seems that you have acquired my details from the DVLA and I confirm I am the keeper of the vehicle in question. You need to take this matter up with the driver concerned.
In the meantime, I absolutely deny your claim, that the amount claimed, or any amount at all, is due to you from me.' and my second letter said
'I refer to previous correspondence.
I note that you refer to me as the owner. I have acknowledged only that I am the keeper.
You appear to claim that I, as the keeper, am legally responsible for this alleged charge. I deny this. Please substantiate this claim with appropriate citations of case and/or statute law.
Unless you provide evidence to substantiate your claim against me I shall be unable to assist you further in this matter and I restate my denial of this claim.'

Parking Eye are not interested in anything you have to say.
You should have worked that out from their reply.
Why waste your time and money?

It's certainly a novel new tactic. Write the private ticketing company enough letters and maybe eventually they'll ignore you.

No, ignore it completely now, they cannot touch you and almost never do Court anyway. They would lose and it won't come to that. Just play snap with the letters (as I already mentioned above, we have a thread with the pics of all letter-chains used by these scammers). My previous post explains how to find that info easily and how to nip around the forum.
The only reason to do anything else would be to:
- complain to the retailer in writing if it was a shop and the driver was a customer. But obviously still don't say who driving...
- or take PE to Small Claims for harassment, claim a few hundred in compensation since you have clearly told them they are pursuing the wrong person. You have a good case, esmerobbo is a poster on here who has done this and got an out-of-Court settlement from a PPC's debt collector.
- and/or complain to the DVLA about releasing your info. They won't do anything but every complaint helps, about this industry.
- and/or complain to the BPA about PE breaching the Code of Practice. If you have told them you were not driving then they are not allowed to keep bothering you, under the COP. Again the BPA won't do anything specifically but can bring in sanction points against PPCs who breach the COP which can have repercussions for the PPC and which adds to the complaints records. Could be useful if the DVLA ask for details, or the Government, or the new POPLA appeals service (which is not coming in until October so isn't specifically relevant to your fake PCN but your complaint being on file could be useful later if PE are investigated at some point).PRIVATE 'PCN'?
