I'll put it this way, had we have been strolling around the forecourt and looked at the car with 15759 miles on it, I'd have said the mileage was too high and walked off. As it was 14009 was just on the cusp of being too high.
What you'll find is that the extra 1500 miles has (in parkers price guide) devalued the car by approximately £80 over the original milage.
You may, therefore, want to suggest to the dealer that he writes you a cheque for that particular sum of cash.
On a car which has (easily) 85,000 miles left in it, 1500 isn't a massive amount, so I think you'd be best saying to the dealer that he's been a bit naughty and a cheque for approx £80 will put the matter to bed.
It's the best you'll get, I'm afraid.0 -

15p represents the typical cost of wear, tear, depreciation and maintenance per mile for a car of this age/size/new price. This is based on figures on the AA website.
40/45p includes fuel, insurance and RFL, none of which the OP was responsible for whilst those miles were driven (and is not representative of those costs for a car of this size anyway).
A court would be expected to go for the 15p figure, plus Costs (or in extreme cases order the garage to take the car back for a full refund, but I don't think the OP wants to reject the car?), because the OP's legal right is to be put back into the position they were in previously. £700 would be betterment, which is unlikely to be awarded.
If the OP has the written proof of both mileages, I would advise writing a Letter Before Action to the Dealer, send Special Delivery, giving them 7 days before you commence a Small Claims Court action.

Where do you think most used cars months old (or slightly below 1st service mileage) come from?
The vast majority of these cars come form hire companies.

Although we sympathise greatly with your experience (Evans Halshaw are well known for this sort of thing on these boards), it is not the done thing to post personal names of employees of companies whom your are complaining about.
You can edit your post by using the button at the bottom of the post and delete/star out his name.
The greater danger, for most of us, lies not in setting our aim too high and falling short; but in setting our aim too low and achieving our mark0
