As far as I was aware this "law" was revoked in 2013. They suggest you carry one but you can no longer be fined for not having one.
The reason I heard for this was that the French government underestimated the demand for breathalysers and due to this the supply was never going to be enough!
Anyway, to repeat my point, you can no longer be fined for not having one in the vehicle you're driving in France.0
