I was in a similar situation myself about 6 months ago, no car and only a local costcutter, the nearest tesco is 20 miles away. Tried applying for several accounts to be able to shop with Tesco online only to be turned down by all of them, the wife has a Visa Electron but as you have discovered Tesco don't accept them.
I then got myself a Cash Plus Mastercard, it's a pre-pay card which i load with cash once a week at my local post office. The cash is usually available on my account the following business day and all purchases have no fee, but i think there is a £2 charge for withdrawing cash from an atm. The only drawbacks are there is a charge of about £15 to set the account up initially and a £5 charge each month, but the savings i make from being able to shop with Tesco rather than locally more than make up for this.
As it's a pre-pay card there are no credit checks to get one, i just had to send off some ID.

Anyway if you're interested you can check it out and apply here :

actually it is a lot cheaper than that. it is £9.95 to apply. Once you have it you can opt for the charge of £1.00 per transaction rather than the 4.95 a month and if the OP only wants to use for a monthly shop then this would be ideal. You have to go to a post office to take in a bar coded letter they send you then you will be sent the card. Also it can be charged up by standing order which could be set up easily from your flex account. It does take about 4 days though for the money credited by s/o to show up in your account
