    Perhaps you could invite the police (or community support officer) around on some other pretext? Perhaps they could be calling at the flats in the block to 'introduce themselves' or to offer crime prevention advice? If they went around to each house individually then they would almost certainly smell the drugs from what you say and nobody would know who (if anyone had reported them).

    If you live in a flat, shouldn't your front door be a fire retardant one with some sort of smoke seal around the edge? Might be worth checking whether your door complies with safety regs.

    Perhaps you could get them to knock on all the doors and say they are doing a survey on attitudes to illegal drugs.

  • What's he like? Scary? Have you spoken with him, to explain your concerns at unhappiness. Skunk is vile to endure day in day out. If he's reasonable, then float the idea of calling the police. If it's making you ill, then think about doing it.
