If people really don't know the rule, then flashing them with a lighthouse won't teach them. You need a big sign that explains the rule, preferably also citing the actual paragraph of the relevant law or bit of the highway code. Of course written backwards so they can read it in the mirror.
If someone flashes at me I have no idea what they mean, other than that they are actually there! How should I know whether you're my best friend saying hello, that the exhaust isn't falling off, that my child isn't making rude signs out of the window or that your lights are faulty and only work on lighthouse mode?
Personally if I see someone doing this I do exactly as described, go from lane 1, to lane 2, to lane 3, overtake them, then back to lane 2 and back to lane 1. I don't see that it's so hard to do. Quite often if you do this, the errant driver will suddenly wake up and follow your example. If not, then it's not my problem.
But I don't suffer from road rage, I'm very calm and not at all ruffled by this kind of thing - now supermarket rage, that's another story!

Some people who get flashed at to get out of the way by some smartarze driver who can't be bothered to overtake them stay just where they are. I'm one of 'em..................

You should consider paying for a few more driving lessons as it's obvious that you didn't take enough before you passed your test.
Enough to teach you the basics maybe, but certainly not enough to make you a safe and responsible driver.
Nothing that is apart from following the highway code and pass them on the right.There is nothing you can do, apart from fit high-intensity bulbs and hope they get the message across.

You should always drive in the left-hand lane when the road ahead is clear. If you are overtaking a number of slower-moving vehicles, you should return to the left-hand lane as soon as you are safely past. Slow-moving or speed-restricted vehicles should always remain in the left-hand lane of the carriageway unless overtaking. Why is it that middle lane hoggers are usually either of the following: women who are sat so far forward in their seat that their head is practically touching the steering wheel, or men with their right elbows resting on the window sill?0

Ive encountered various drivers who hog the middle lane and wont move over to lane 1 as its clear. Theres also drivers who will just hog the outside lane when theres no need to as lane 2 and 1 are both clear. Its not hard to work out how a motorway should be used.0

However, flashing your lights as you approach someone in a lane they shouldn't be in IS (technically) allowed as per this rule. Pees me off no end when people do it, and shouldn't be done right behind someone to 'get them to move', but when done correctly, is allowed.0
