Its not dangerous at all. The middle lane hogger is just going to sit in the middle lane until A) their junction is next

In my opinion the law needs changing to make it an offence, with a fine and points on the licence, to block a lane of a motorway if a lane to the left is free and has an adequate gap or causing other vehicles to undertake. Have the same stipulation as for overtaking on the left that if congested then you may move slower. This will then legalise the Rule 264 of the Highway Code on Lane Discipline. All those not complying with this rule are not only incourtious to other road users but very poor unsafe drivers as the Highway Code is produced to make driving safe for ALL road users. Lane sitters cause congestion without any doubt.
If the left hand lane is free and has an adequate gap then this should be used regardless of what speed you're travelling. Remember that 70mph is the maximum speed but that speedometers are slightly different between cars and generally give a high reading. See the speed matched by a satnav and you'll see this as mine reads around 76-77mph when doing an actual 70mph.0 -

The problem with that is determining what constitutes an 'adequate gap'.

And finally where are all these mythical motorways that are devoid of traffic except for somebody driving in lane 2 and the "I want to get past and can't be bothered to use lane 3" brigade? The motorways that I use are usually quite full and lane hogging very rare.

I'm in the 'I'm keeping left as per the HC and don't want to have to cross 2 lanes and back again to enter lane 3 in order to get round the lane 2 hogger, and risk causing much faster traffic to have to slow, when lane 1 is empty for as far as can be seen ahead' brigade.0 -
Okay, here is what you do. You overtake them and pull back into lane 1. Slow down and allow them to overtake you. You then speed up and over take them again and return to lane 1. Repeat this process until either they pull in or you get bored. Simples.0
