Those who are untraceable are those who move about on a regular basis - such as every 6 months, so that DCI is out of date all the time as it does take time to update. When a person registers with the inland revenue, it can take up to 6 months to update through, but if someone moved away only a couple of times over a long period of time, it is easy as it is likely to be up to date. Also, those on the black market economy (fraudsters!! and many who work in dealing drugs etc) aren't paying tax so they may not be up to date. No I'm not suggesting all untraceable NRPs are on drugs or are fraudsters. ALSO, some never update their addresses with their correct address, as they give their parents address or a friend's address so when post arrives, it gets sent back as not living there.0

Then they started lying about my name was on a birth certificate so I contacted the birth cirtifcate place Which one? This doesn't ring true unless you are not quite explaining properly. You can get a copy of the birth certificate from the main office in Islington if you know the full name and date of birth of the child and the details of the mother. Maybe something is confused herethey said my name is not on any birth cirtificate I sent them a copy and wrote to csa complaints and the chief executive with in 2 weeks a received all my money back.
Then I asked them to take my name of there systems and let it go. 2 weeks later they sent me a form asking me if I am the farther of a 11 year old child I knew nothing about. I know of the women I dated her, more then 12 years ago and now they asking me to fill in forms.Up to this point, did you know the full name and date of birth of the child? If not, how can you have obtained evidence that your name isn't on a birth certificate if you didn't know which one you were referring to. They at the office in Islington can't do a search on your name to see if you are on any birth certificate, it has to be a specific one
should I just ignore the forms? fill them in? and they will arrange a DNA test to see if I am indeed this kids dad. what do you think I should do I mean I have no moral obligation. I know it sounds bad but at the end of the day I have been in the same place for 20 years.If you are the father, then yes you do have a moral obligation. You cannot ignore the forms as it is a criminal offence to refuse to provide the CSA with the information they request from you and you could be prosecuted for this and have a 1k fine too. Fill in the forms and say you aren't the father and get a DNA test done
not hiding from no one or anything so to come and tell me now i have a kid from 11 years ago is a shock and a let down.
further more i am well aware of the CSA taking to much money and leaving you with nothing. IA sweeping statement based on hearsay. They can take up to 30% of your income and this includes arrears, so no, they don't take all your money can well see why people don't want to pay CSA because the money they ask for is way to much. never the less if the child is of my DNA I am stuffed.
A) do I fill in the forms? tell them the kid is not mine If that's what you believe. If you get a DNA test and you are proved to be the father, your maintenance will be backdated to the date you were sent the forms plus you will have to pay for the test
ignore them?
at the moment they are not taking nothing from my jobseekers so i am planning going back to work.
