It has nothing to do with telling the employer the job its the ref number so they can trace it back to that site

You're laying on the conditions a bit thick to prove your point.
The jobcentre aren't going to make a dummy application. Remember that I got this vacancy via an external source. I can't verify the accessibility if you search for it via different means.0 -
