Am I trader if I sold only some 20 items, but bought 250 in past 3 years?
Yes.
If you buy an item to sell it for a profit you are a trader and as such should have a business account and be subject to all the rules that go with that. You are liable for tax on the profits you make if buying and selling, just like any other retail business. It may sometimes seem like I can't spell, I can, I just can't type0 -

If you buy one thing with the intention of reselling it then you are a trader. Which is why I thnk, and i know I got shouted down for this before, that being argumentative about this return is pointless and will cause you a lot of issues. You already have another thread where you mention you can't pay for something as your paypal account is blocked.
As a trader a buyer has an automatic reight to a return.
I am actually glad you are a trader though as the alternative would have made me very nervous as that would have implied you bought something for your own use, decided it was in a much worse state than you imagined and tried to pass it off quickly to a punter on ebay hoping it would all be dealt with 'remotely'.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. In first place I have bought a radio to use in my car, but as my radio stucked in and can't be pulled out I sold a radio. I am doing same thing with clothes for my DD buying and when she grows up I reselling them. Sometimes I am making profit sometimes will loose money. From that what you said most of the people should have business accounts.0

Paypal account is blocked because of the case in this thread.
Exactly, this case has impacted on other aspects of your buying and selling and that is likely to continue for quite a while.
As for your comment that 'most people' should be registered as a business just because they buy to sell, then yes I totally agree. I do report them when I can be bothered (which is less and less nowadays) but ebay have their own patterns of rsuspensions and some people get caught and some don't. I worked in a charity for a while as a volunteer and had huge numbers of people referred to me for very basic advice when they were contacted by HMRC or the benefit office about their undeclared trading. Some of those stories were heartbreakingly sad, I still get some contacts and most people are turned in by close family or friends believe it or not.
Still, I digress. I can only echo what I have been saying. As you have opted to resist a return this is likely to go on for quite a while yet as buyer can escalate for paypal to decide. Your neg will already have some impact on your sales, and if that was accompanied by any low stars you may already be borderline for selling restrictions- a paypal case being opened and going against you will be yet another strike on your expanded dashboard. You'll llmost certainly survive this whichever way the outcome goes, but your prices may be slightly lower as negs make a buyer nervous- but a single new incident in the next year could potentially see you suspended from ebay.
Sometimes it is knowing when to give in, through gritted teeth if necessary- just to enable long term survival on ebay.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. Now feeback left by the buyer has been removed, but follow up is still there. I again wrote to ebay to remove this as well. Hopefully this gonna be removed.0

Decision:
This case has been decided in the buyer's favour.
Comments:
The buyer has been asked to return the item to you. Once the tracking information shows the item has been delivered to you, the buyer will be issued with a full refund.
I've lost the case, but both feedback and follow up has been already removed

Has the rating been removed as well as the comment?
Also remember that there will now be a 'case opened against you strike' on your expanded dashboard. So now you have lost the case and will have to refund. now what? I thought you were going all guns blazing to avoid a refund which is why my suggestion of trying to do this amicably was shouted down.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. I don't know if rating has been removed. What is a expanded dashboard? I will refund him his money. I didn't wanted to avoid refund. I just didn't wanted to refund him money, because he knowed what he's buying. In one of his first messages he wrote he thought item has been sold as faulty, because I can't check it, not because it's faulty. Hope you will understand what I am trying to tell.0
