With respect, this is complete and utter nonsense. The Bill does no such thing. All the defences available today will, as it is currently set out, remain entirely available. Don't go falling for the PPC shilling.Yup im getting quite worried to, especially as the government have stolen our only defence mechanism!! i want to ignore the nasty little tickets but i dont want to get haunted by it again in the future!
Exactly. Don't let's get too panicky foor goodness sake, as the Bill hasn't even started its committee stage in the Lords and Clause 59 could yet be thrown out.The so-called "keeper liability" part of this Bill isn't going to come into force any time soon.
The Govt. have said that they won't bring it in until and unless there's a properly independent appeals process in place, but they aren't going to provide any funding for that.
The BPA are trying to get the Govt. to fund it, but that's falling on deaf ears, and it's unlikely the BPA will want to cough up the £millions it would take to have a national infrastructure for this - Simon Renshaw-Smith of Excel might have to downsize to a smaller yacht!
Is it just me but are we seeing a number of new posters signing up simply to comment on this subject? My sense of smell is almost non-existent but I'm getting the faint whiff of something here.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

Hi guys am i right in assuming the new bill will make the tickets 'real' so to speak? if so what happens to all the tickets recently issued, do these require payment now or in the future?

There's no point in asking me! I suspect there is an element of self-doubt but that is in quarters where people are failing to read the Bill and its summary for themselves and are simply listening to the naysayers. Anyone who has actually read Clause 59/Schedule 4 will have realised that it is little more than a bag of nails and until the PPC's stump up for an independent adjudicator-type mechanism - and prove that it works - nothing is going to happen. You sign up as a newbie and your first question is about the Freedoms Bill??? Given that PPC's trolls that do exactly that most days on this forum and it is a common occurrence, I think people are quite within their rights to question your motives!

Nooo check my post history, i recently got a ticket and was following the advice by both this forum and pepipoo plus i watched the watchdog video and felt completely at ease (especially when the solicitor made paper aeroplanes out of the tickets). But obviously the clause is trying to make the registered keeper assume liability straight away so that just got my alarm bells ringing0 -
